Feature Proposal: It would be great if moveTopic would have an ignorepermissions option

Motivation

I would like to use moveTopic in a WorkflowPlugin to fork a topic. Forking should be done without CHANGE permissions. I would like to check a kind of FORK permission in the plugin instead.
