It would be very useful to have a new form field type called user which could be utilized within Wiki Applications which would simply provide a list of the active users

It could eventually be added to the core if deemed useful enough

Isn't something like SEARCH{"form.name='UserForm'" type="query" separator="," nonoise="on" format="$topic"}% in the field's value column sufficient?

Why should a novice user need to know about searching for something like this? I personally think that it would simplify the experience of creating a Wiki app.

The above search is too brute force. Foswiki already knows its users internally. No need to harvest that from user pages. Besides, not every site uses this UserForm in its user profiles. Some even don't have a wiki topic per user. As far as I can see this has to interface with the UserManager submodule similar to %USERINFO to gather the required info.
