Item9397: adjust to latest JQueryPlugin changes

Enhancement Closed Extension JQTablePlugin  
  • use foswiki.getPreference() instead of foswiki.JQTablePlugin.sort
  • don't initialize the thead and tbody twice for nested tables
  • restrict initializer to foswikiTables only as it may corrupt layout tables otherwise
