Item9225: Implied SubWebs, and lack of dwim-ism in url parsing

We are running into several users errors where they type Web/Subweb expecting to get Web/Subweb/WebHome, and instead get "topic not found". While the current structure allows the flexibility of a Topic and a Subweb co-existing with the same name, I think it would be preferable to remove that, in favor of an implied / whenever webExists(web/topic), and a failure when trying to create a topic with the same name as a subweb.

this is a known 'issue' for which I have a feature request to change - but I didn't get to it before we went into feature freeze - FallBackToTopicWhenTrailingSpaceAndNoSuchSubweb

While it has a good chance of not being a big deal, we're worried that it might change some internal assumptions - and thus I didn't rush it in..
