Item9200: Attach/image dialogue improvements

This task is for concerns that remain unresloved after closing Item1482

Personally I would prefer to wait until we are using JQuery + Foswiki topics to populate these dialogues, because the TinyMCE? iframe approach is difficult to do nice integratios.

Additionally we could more easily internationalise our dialogues if using foswiki topics + MAKETEXT, whereas nobody seems to be populating our tinymce javascript language files at all
