seems about the least friendly thing to do?

why not use the rather long standing WIKILOGOIMG setting and default it to the FOSWIKI logo we use?

I presume that WEBHEADERART might have something to do with what a user might expect to affect by changing the WIKILOGOIMG, but I see no docco :9

and thus I try it, only to find out that setting WEBHEADERART makes a huge mess - because the css background is still there - rather messy.

Because the foswiki logo is not text on a blue background? If so we drop IE 6 support (that may not be bad, but it may be very visible).

FoswikiSiteSkin will soon look different. Use PatternSkin's theme FatWillyTheme instead (and it should be fixed there).
