Item8893: Search exclude web doesn't exclude subwebs of an excluded web

Search options of recurse="on" and web="all, -Sandbox" will still recurse into the subwebs of the excluded Sandbox web.

This doesn't seem correct. Recursion should not search the subwebs of an excluded web.

SvenDowideit notes on #foswiki that this is probably too complex to fix for 1.1, and is noted for post 1.1 work. A note will be added to 1.1 documentation stating how it currently works, and that behavior might change in a future release.
