Item8816: <table> missing <thead> or <tfoot> sometimes kills tables.js

Normal New Extension JQTablePlugin  
Sometimes if a table is missing thead and/or tfoot the cleanHeadAndFoot method dies

This patch obviously isn't a solution but it stopped the errors (the tables it was dying on were layout tables in NatSkin's edit view)
