If /tmp is full ci will fail but no message will be posted to warning log
ci fails, giving an obscure meaningless warning to the user. Nothing is recorded in the logs.
Diagnosis is obvious when the admin replicates the
ci command on the command line.

yup, and when /var/log fills up, you don't get much log either.
I'm not entirely sure that writing more log files when the admin hasn't been paying attention to their system is a good idea - we could consider making set of what we consider terminal errors write to the user's output
"Warning: the system your foswiki is hosted on has major problems that require admin assistance. please contact WEBMASTER.."
or something similar that might give the admin time to fix it without creating more problems
(imagine for a moment that the out of disk error is caused because the foswiki is being DOS'd)
