Item848: Implement TopicTitle form field in Tasks web

TopicTitle has been implemented in DBCachePlugin. It is also used in Support web. To make display of topic titles uniform across the site I would like to change all Summary form fields to TopicTitle.

I know, this is massive. And we don't have a proper tool for it. We need that first.
