Default docummentation is a good target and maybe make it easier and put a switch in configure

Testing the templates a bit more, noticed that %FORMDATA% does not expand in the confirmation message. This would be good to add so that the approver can see what information was submitted.

Setting this to Waiting for Release so the doc changes make it into 1.1.1. A configure switch and some other enhancements needs a new task. Item9849 created for the enhancement.
