Item8313: Upgrade contrib to 2.8.0 and include YUI3

Im creating a skin based on the YUI3 CSS resources and would like them to be (optionally) served locally. Since YUI2 and YUI3 can play nice together I would like to add YUI3 to this contrib, rather than creating another one.

Do you mind if I add them? Since YUI2 is unzipped straight into the pub/System/YahooUserInterfaceContrib directory, I would create a new directory in there called yui3 where all the files can go.

While im there I can also upgrade YUI2 to 2.8, though I don't need that at the moment.

Version number was not fully updated, so it doesn't show up correctly via configure. Going to fix that.
