The
TWikiForms definition has an "M" attribute to declare a form fields as manditory. When you create a TWiki forms based TWiki app you typically want to create a template topic with empty fields, but wwant to require users to fill in the details. That is, it should be possible to override the manditory flag
just for the template topic.
Not sure what the best spec is. Possibly treat topics with forms differently if listed in the WEBFORMS preferences settings?

Not a bug, an enhancement.
Since there is no way to know that a topic is going to be used as a template, it would be better to clear the value of mandatory fields when the topic containing the form is instantiated. Not sure what WEBFORMS has to do with this, as it relates to topics used as form definitions, not topics used as topic templates.
Personally I think this is unnecessary, as you can always use the
formtemplate
to attach a form to a new topic. But it would certainly be easier to use if you could simply attach a form to the template.
