Checking in ExtendedWebListPlugin.

It makes a small extension of WEBLIST so you can make left bars with many webs and many subwebs and only display the current subweb tree.

One day we may put this into core.

Before anyone says FlexWebListPlugin then I can only say - I have not managed to get this feature out of it - and support questions about it did not give me a solution that worked for me. See also Item5639

This little plugin is very light and does the job for me.

I now share it with the community.

I may extend it later with more features on request

It is written from scratch and reuses the WEBLIST code from Foswiki.pm but extended with the new feature.
