Item4013: BatchUploadPlugin needs to check ATTACHFILESIZELIMIT

Enhancement New Extension BatchUploadPlugin  
TWiki:Plugins.BatchUploadPluginDev: It does not look like this plugin checks the ATTACHFILESIZELIMIT preference. Ideally it should check this with each file it uploads, and throw an oops exception if its too big.
