Similar to WebPreferences, i.e. Main/TWikiPreferences, but for skins.
Normal cases is where
.css are in ~/pub/TWiki/PatternSkin/ it would be better if it can reside in ~/pub/Main/PatternSkin/ At the moment it doesn't do the trick.
It's for ease of upgrade for those who has customised skins.
