BlackListPlugin should have a feature that expires banned IP addresses

It is too much trouble when people write to you that they have been blacklisted by mistake. Typically by some silly download manager.

Spammers will most likely use anonymizers or dynamic IP so for spammers all we want to do is stop what they are doing here and now. But changing IP is easy and then they are on again.

Later some innocent can run into a banned IP address if they have same ISP as the original banned.

I will add such a feature to the plugin. And I will personally run it with a one hour expiry. A one day may also be a fine value.

I am making it so it can be disabled.
