Item2484: Password Manager Foswiki::Users::ApacheHtpasswdUser doesn't create empty .htpasswd if none exists

I just switched to Apache::Htpasswd on my sandbox installation (which doesn't have a registered user apart from the admin yet). If I look at System.InstalledPlugins, I'm greeted with "Could not perform search. Error was: Apache::Htpasswd::fetchPass - Cannot open .../foswiki/data/.htpasswd"

IMHO, either the associated Password manager Foswiki::Users::ApacheHtpasswdUser or configure should automatically create an empty .htpasswd file if none exists.
