See the discussion in Foswiki:Support.Question273. Under certain cicumstances genwebnotify, if run with root privileges, can render Foswiki's log files unwritable for the web server user, causing Foswiki to freeze entirely. It should be clarified that root privileges are not only unnecessary, but actually harmful for any scripts which

  1. are run from cron jobs and
  2. write logs to logYYYYMM.txt
