Item2341: Add blockquote button to TinyMCE

Will re-arrange some other buttons so as not to make toolbar wider.

Check-in to trunk first, wait for feature proposal to be approved before checking in to release branch.

It was discussed that blockquote button should be in 1.0.8. Committed to release branch.
