Description

A logged-out user (WikiGuest) changing the state of an action via drop-down menu will get a longish error message.

This error message is - as far as I figured out - nothing different than the normal log in page, but it doesn't get handled like this.

This might confuse users...

Since recent changes I just get it silently ignoring unauthorized changes (which is better than a crash, but still imperfect)
