Item1802: viewfile breaks extension tgzs on f.o.

Downloading older revisions of an extension tgz file produces broken tgz files.

Testcase:

1. Go to http://www.foswiki.org/bin/attach/Extensions/JQueryPlugin?filename=JQueryPlugin.tgz;revInfo=1 (the manage link in the attachment table)
2. Select an older revision of that file (one of the view links)
3. Save the downloaded file locally

First thing you notice is, that the filename is converted to lower case.

Second thing: the downloaded tgz seems to be broken. (I cross-checked that with another plugin.

The zip files seems to be fine.

I noticed this as well. Is it just this website, or is it a Foswiki problem?

The content of an older version of a tgz attachment seems not to be broken anymore. Just the filename is still lowercase'd.

Closing, since the file content is not broken anymore and the severity of a lowercased filename is not that high.
