CompareRevisionsAddOn provides two preference variables, COMPARERENDERSTYLE and COMPARECONTEXT. Currently, these can only be set in WebPreferences, whereas it should be possible to set them anywhere, including SitePreferences.

Fix: remove $web parameter from Foswiki::Func::getPreferencesValue() call
