Item11374: "put it back" should set newweb

When using 'more topic actions' for something in the Trash, there is an option to 'put it back'. This option would be more useful if it set 'newweb' on the link to 'rename', so that a user doesn't need to adjust the 'to web' or 'to topic' when restoring topics.
