The sort order of topics returned by Foswiki::Store::VC::Handler is incorrect is {UseLocale} is true, because the locale is not applied in that module.

The locale must be enabled (and unit tests written that test this code in different locales)

Crawford, Is this ready for release? Please set to waiting for Release and add a note to the ReleaseNotes01x01 if possible . It's committed to the release1.1 branch. If it's not ready, I need to revert it to get 1.1.4RC out.

It's ready for a patch release, though unit tests need writing which is why I left it open - I need someone to provide me with a list of names that can be mis-sorted, which they have so far failed to do.
