Item11058: RandomTopicPlugin needs modernization

Enhancement Closed Extension RandomTopicPlugin  
  • use registerTagHandler
  • delay init, i.e. snarfing in the list of all topics only when needed
  • initialize global variables properly to make this run in persistent perl environments
  • expand standard tokens in format strings
  • add header, footer and separator format strings
  • remove traces of twiki
  • fix MANIFEST so that it works with pseudo-install
  • format lists using 3 spaces, not tabs
