BulkResetPassword sends out an email, and the default content for that email is specified directly in the BulkResetPassword topic.
If a site wishes to alter that default message, that change would be lost if that topic gets overwritten (say, as part of an upgrade).
If somebody with more time for this than I have could see if that content was first looked up in Main.SitePreferences that would be swell.
