By lack of a real results counter, Pattern Skin had implemented a javascript driven counter that counts the number of occurrences of an HTML element on the page. With paging this no longer works, because the elements are scattered across pages.
I wonder, we sure must know now the number of hits, otherwise we cannot show the page count. So the javascript implementation should be superseded with the superior backend driven counter.

While technically this is a feature shown in Pattern Skin, the total result count (not count per web) should be done by core.
So I have set AppliesTo to Engine again.

I'm not sure it's a bug. The old counter showed the number of results on the page, which happened to be the complete results count. It still shows the number displayed on the page, and would be accurate if the pager is disabled.
