When generating image maps (.cmapx files), graphviz encodes - in the hostname as -. That works for a regular view. However, PublishPlugin (and perhaps the other publishing plugins, too) tries to fix links to other topics so that they point to the published version. With - encoded, the regex does not match, and so published pages have links in the text that point to published topics but the topic maps link to the online versions of those topics.
