Permission issue reading template

While Question883 works for me when writing to the USERSWEB without permission, I'm having trouble reading the template without permission. The reason the template has limited view access is because I want the generated user pages to have limited view access. I tried giving access to RegistrationAgent? , but to no avail. How can I give the generated user pages limiter view access?
