Where to plant the FoswikiSiteSkinNavigation topic?

Hi,

My question is where do we put the FoswikiSiteSkinNavigation topic to show the top navigation bar? Can we configure only one per Site or can we have one for each Web?

Thanks.

The current implementation is for 1 site wide navigation, so it is placed in System web (although an override in Main web would actually be better).
