How to know which one to click open: Plugins or Extensions?

What is the difference?

this is definitely a problem, though i don't know what the fix is.

The difference is that Plugins relates to Plugins - those components that provide plugins handlers and use Foswiki::Func. Extensions relates to extensions - things that are not plugins, such as skins, user mappers, Contribs etc.

I kept them separate because the flat "Enabled" table swamped all the other content.

Plugins could be made a subsection of Extensions.
