In the table here in the bug report there is an extra bullet on the "We start.." line if you look with Firefox and on the line before if you look with IE.

Not sure if TWiki should support skipping of nesting levels. XHTML does not support double nesting.

TWiki also does not support spaced bullets. You can simulate that with a <p /> tag at the end of the bullet:

• Normal bullet first level
  • Normal bullet 2nd level

  • We start with bullet 2nd level here
  • And another line same level
