Switching the language used to crash because of Item8854, but even after fixing it, it still had issues: 
Issue was that the CGI::Session parameters were never set back to Foswiki preferences. Closing this bug as it worked in the release branch.

- languages.cache generation could fail
- selecting a language in the interface does nothing. In fact, it brings the oops page saying it's changing the language, but language is always English.
