The TWiki.WebTopicCreator uses a piece of javascript to pick a "good" (i.e. compliant) name from something that the user chooses.
This is only used in the topic creator. Other places where a good name is needed are not subject to this checking.
The topic name constrainer JS code should be moved into pub/TWiki/TWikiJavaScripts and used in:
