Item8774: the decision to render using search.tmpl is a little vauge and simplistic

at the moment, the search.tmpl template is used for all SEARCH results unless the format setting is used. It seems to me that we should probably use searchformat.tmpl in the case that any one of header, format, footer or separator are set.

this 'task' may become feature proposal, may just be fixed, or might be ignored - its a reminder to get someone to look into it.
