Inspired by my own work in MultiTopicSavePlugin I found it useful to make the solution of having a delay parameter instead of the horror of $dollarquot and $percent and $dollarpercnt etc.

I have created simple plugin that can do this.

It is useful right now on Foswiki 1.0.9 and could be an inspiration to the discussion on UseSyntaxToChangeEvaluationOrder

As I also said on UseSyntaxToChangeEvaluationOrder this is not my proposed solution for a core implementation.

But it is a solution in plugin world that works. And I hope some users find the plugin useful.
