Create Foswiki version of RevisionLinkPlugin and modernize the code to be more optimal performance wise.

The plugin could be made much more efficient by changing to registerTagsHandler. This meant I gave up on a very old silly syntax where square brackets could be used instead of curlies. This must have been needed back in Beijing.

I never needed to use it in Cairo or Dakar so I decided we can live without it in gain of much more efficient code.

I added support for linking to attachment revisions. The $comment puzzled me and I found out it relates to attachments only. So the feature was half done.

I completed it.
