Item8288: TagMePlugin need a remove tag votes action for admin users

In some Foswiki webs with tags that i use are public and in some topics a unrelated was added. Visitants or New users may add wrong tags while testing or to play...

Now i only can remove my vote (usefulness) or delete the tag (wrong way).

I have added the ability for AdminGroup users, or those with topic CHANGE permissions to remove tags from a topic regardless of vote count. It's also configurable to allow this action from all logged-in users. It's a part of the jquery UI. As most of the developer action has been in TagsPlugin for the last couple of years, I suspect we should concentrate out efforts there.

Feel free to open this task again if the jquery ui I implemented does not meet your needs.
