The current editor for skills minimises bandwidth by only presenting one skill at a time. However this is horrible when you are trying to get an overview of skills. We need a new page which lists (not collapsed) all skills grouped by category, and for each skill has radio buttons to set the skill level. A single button at the bottom allows the end user to update all of their skills at the same time.
