I think that only those features that are being actioned (accepted features with commited developer) should be in Tasks, or we run the risk to have several "dead" tasks.

as an ex first, second and third level support guy, 'dead' tasks are important records of actions not taken. But there is definiatly a fine line between a design discussion and something that is a task.
