I installed Apache / ActiveState? on XP and I have no such problem.

Maybe you have an older Active State Crawford?

Maybe a bug in the version you have?

What is the right action now?

And is this a release blocker if it is only in old Active State perl versions?

I am downgrading this to Normal as I have no problems at all with a current ActiveState? perl

It may be a problem with ActiveState? perl 5.8.8, but it's still urgent. I reported it, reported the fix - should be a no brainer. Checking in.
