"Stickskin" and skin chooser was present in the old SessionPlugin but is absent now that session management has been migrated to the core.
The only ways to change skin are to

I think the NatSkinbrowser? isn't well either, and I removed the WigetsSkin? sticky-ness code too - I'll go see if I can find it (its purely cookie and js based iirc, so it might be useful) -- SvenDowideit - 24 Feb 2012
