Item4978: Move UserComments to Main

In CommentPluginTemplate, default UserComments to reside in %USERWEB% for ease of upgrade.

I agree on the problem

But just moving it is not the solution because CommentPlugin has been made so the UserCommentsTemplate can reside in each web and then overrides the SYSTEMWEB one following the normal template path.

We would need another solution that does not break backwards compatibility

This is not needed, because the comment plugin doesn't ship UserComments? , so it won't overwrite it - local sites can maintain their own. No action.
