Item4777: {SafeEnvPath} deserves a decent default

Low New Engine Configure
With some heuristics it should be possible to provide a reasonable default value for $TWiki::cfg{SaveEnvPath} at least for the "positive" cases (Linux). Having yet another parameter which needs to be configured to get rid of the warning is just annoying, especially in cases where $ENV{PATH} has already been secured by a decent web server configuration.

In any case the current value of $ENV{PATH} should be reported in the section for $TWiki::cfg{SaveEnvPath}, but I have no idea whether the current doc-generating mechanism would allow that. And there should be a checkbox "keep server setting". But that's not even "Low", that's "Enhancement" smile

Let's not forget a version of a usable SafeEnvPath that is usable on a mac, too. smile
