Infact, it can by saying ?topic=Sandbox.FooBar.
But just for the sake of consistency all cgi should treat that equal,
i.e. edit, save and view and allow ?web=Sandbox&topic=FooBar

I would agree to add
web as a standardized URL parameter, but nonetheless it is an Enhancement, and not really a bug. At least you would have to document what happens with border cases like ?web=Sandbox;topic=Main.FooBar or ?web=Sandbox (i.e. provide a web, but no topic).
