It would be good to have a fallback when no javascript is on/available.
This would actually be a requirement if this skin is shipped as default.

NatSkin won't support browsers without javascript. That's pretty essential today.
If you browser Foswiki with such a bare-bones browser, then you should switch
to a different skin.
