Item218: Change the links in plugins to foswiki.org

It is a real pain having to find the TWiki.org string when searching for TWiki to be replaced.

Even though we may change the plugin forms to not have appraisal or dev topics I do the general search replace now so searching for TWiki in the text becomes easier.
