Item2121: TinyMCEPlugin - do not ship 2 MB of development junk

Normal Closed Extension TinyMCEPlugin  
TinyMCEPlugin in the new version contains a test and a tools directory

And that grows the Foswiki zip by 2 MB. And for no reason. None of this is used.

I am commenting this our of the MANIFEST
