This only happens when there are url params: load this bug item with foo=bar
The anchors in the %TOC get a for no obvious reason. This happens because the source text to compute
a unique anchor for does contain the
A_01 prefix ?urlparams in it. The A_01 prefix is added only if this text does not start with an alphabetical
char...which ? isn't. That's why anchors break.
